Describe in further detail any changes to the system that have occurred since the last PIA. | The Federal Data Services Hub is migrating along with all of the Marketplace Systems to the AWS Cloud (East). The change to the location is not impactful to the Privacy Data that passes through the Hub. All data agreements will remain the same and will not be altered as a result of this move. |
Describe the purpose of the system | The Federal Data Services Hub (Hub) is a support system for federal and state programs that require verification of consumer data. The Hub serves as an electronic conduit of data and as a single interface point through which parties may exchange data, while also providing support for common functional services such as exchanging data, verifying coverage data, and determining eligibility. A single interface simplifies the integration required for data exchanges between different parties and their information technology systems. Common services allow for adherence to federal and industry standards regarding security, data transport, and information safeguards management. |
Describe the type of information the system will collect, maintain (store), or share. (Subsequent questions will identify if this information is PII and ask about the specific data elements) | The Hub does NOT collect, store, or maintain any personally identifiable information (PII). The system securely processes and transmits data request from clients to trusted data sources (TDS). The Hub then returns the response from the TDS to the client. The Hub functions solely as a data exchange “common infrastructure”. The Hub does not have a user interface; therefore, the use of usernames and passwords is not applicable and no credentials are stored. The internal system support users (CMS direct contractors) do not log into the HUB but are granted access through a separate CMS system Exchange Operations Center (XOC) on a temporary basis. The XOC is covered under its own PIA. |
Provide an overview of the system and describe the information it will collect, maintain (store), or share, either permanently or temporarily. | The Hub allows multiple requesting parties to submit data requests to trusted data sources (TDS) for verification. The Hub design offers greater flexibility in adapting to a diverse range of technologies that exist across State and Federal agencies. The Hub design also allows for harmonization of these diverse technologies used in the exchange of data and information with greater accuracy, timeliness, and consistency. |
